Creating Header
- Open a new document 780*600 pixel.
- Create a new layer.
- Create a seclection 780*58 pixel at the top of document using Rectangular Marquee Tool.
- Fill color #E6E6E6 into selection.
- Deselect by press CTRL+D.
- Add logo and your web name.

Creating Navigation Bar
- Create a new layer.
- Create a selection 780*27 pixel using Rectangular Marquee Tool.
- fill color #E6E6E6 into selection, then press CTRL+D.
- Right click on this layer, select Blending Options.
- Adjust values like images below.

- Your Navigation bar should look like this.

Add your menus and some little button
- Create a new layer.
- I used font Verdana 11 pixel.
- Grab an Elliptical Marquee Tool, then create an oval width 12 height 14 pixel.
- Fill white into selection, deselect by press CTRL+D.
- Right click on this layer, select Blending Options..
- Select Gradient Overlay and set values as image below.

- Now, your web header and navigation should look like this.
